Initiate a framework adjustment to the Northeast Skate Complex Fishery Management Plan (FMP)to set fishery specifications for 2014-2015 and remove the unclassified wing landings code

Reconsider a motion postponed from the 9/2013 Council meeting to ban midwater trawling based on recent concerns about haddock bycatch

11:45   Open Period for Public Comments

Opportunity for the public to provide brief comments on items relevant to Council business, but not listed on this agenda

1:00   ABC (Acceptable Biological Catch) Control Rule Working Group (Mary Beth Tooley)

Review and discuss a report and recommendations from the ABC Control Rule Working Group; specific recommendations may be further considered by the Council during its discussion of 2014 management priorities

1:30   Groundfish Amendment 18 (Frank Blount)

Update on an amendment to the Northeast Multispecies FMP to include an overview of progress to
develop measures to promote fleet diversity, enhance sector management, promote resilience and
stability of fishing businesses, and prevent excessive shares in the fishery

3:00    2014 NEFMC Management Priorities (Tom Nies, Executive Director)

The priorities approved at this meeting will list the issues to be addressed by the Council in 2014

5:30   Other Business
         

Although other non-emergency issues not contained in this agenda may come before this Council for discussion, those issues may not be the subject of formal action during this meeting. Council action will be restricted to those issues specifically listed in this notice and any issues arising after publication of this notice that require emergency action under section 305 (c) of the Magnuson- Stevens Act, provided the public has been notified of the Council's intent to take final action to address the emergency.
